This year's conference is led by a team of accomplished federal and SLED proposal leaders whose combined experience spans decades, billions in winning pursuits, and a shared commitment to advancing the profession. Together, Len Miller, Marieke Bland, and Tamara Fuller bring deep expertise in proposal strategy, capture, compliance, leadership, and the responsible adoption of new technology, along with a passion for mentoring and elevating the next generation of practitioners.
Len Miller
Vice President, APMP-NCA Chapter
Len Miller founded LAM Consulting Group, LLC in January 2025 and serves on the Board of GOVRIX, LLC as Director of BD, Capture & Proposals. A certified Shipley Trainer, he joined Hinz Consulting in 2016 as Senior Vice-President and Global Head of Training/Account Lead, having previously served as CEO and Board Member, where he led client training, supported bid pursuits, and created the company's first Mentorship Program.
With over 43 years of experience in Federal/DOD and commercial business development, capture and proposal management, systems and software engineering, software quality assurance, and program management, he has helped win over $45B since 1985. Len holds a BS in Physics from Virginia Commonwealth University and is an APMP Foundation–certified member serving as Vice-President of the National Capital Area (NCA) Chapter, where he chairs the Graduate Pathway Program with George Mason University through 2026.
He currently mentors five professionals, volunteers with the Virginia APEX Accelerator program, and frequently writes and speaks on proposals, captures, BD, and career planning.
Marieke Bland
Annual Conference Co-Chair
Marieke Bland is the Director of Proposals at KMS Solutions, LLC and the Annual Conference Chair for the APMP National Capital Area Chapter. She is an accomplished federal proposal leader with experience guiding complex pursuits ranging from multimillion-dollar opportunities to multibillion-dollar programs. Marieke specializes in proposal strategy, process improvement, team development, and the responsible integration of AI into proposal operations.
She is an APMP Practitioner, a Shipley-certified proposal professional, an APMP Leadership Academy graduate, holds APMP micro-certifications in Bid and Proposal Writing and AI, and is an APMP 40 Under 40 honoree. She also speaks on proposal leadership, quality, and technology adoption. Marieke also holds a J.D. and an LL.M. in Democratic Governance and Rule of Law.
Tamara Fuller
Annual Conference Co-Chair
Tamara Fuller is a Sr. Proposal Manager who pairs technical mastery with empathetic leadership. With deep expertise in FAR/DFARS requirements, compliance standards, and Government evaluation processes, she maintains a 100% compliance rate on submitted proposals. A recent APMP 40 Under 40 Awardee at 29, she led a multi-billion dollar company's largest nationally competitive cooperative purchase agreement.
Tamara builds systems and empowers teams, designing training programs for proposal professionals, advising divisional leadership, and championing process improvements. A pioneer in technology integration, she helped shape AI platform rollouts and introduced M365 solutions to connect capture strategy with proposal execution.
Beyond the corporate sphere, as former President for the Maxim Charitable Foundation, she mobilized disaster-relief resources and partnered with United Way, Ronald McDonald House Charities, and the Travis Manion Foundation to support cancer patients, veterans, and underserved communities. She also founded a women's wellness group focused on nutrition and accountability.
